Is spreading animal waste on frozen ground illegal?
Spreading on frozen ground in Ashland County is not illegal, we do not recommend this practice and frozen spreading does not follow best management practices. In western Lake Erie Basin, it is illegal to spread on frozen/snow covered ground, but none of Ashland County is in the western Lake Erie Basin. However, if spreading on frozen/snow covered ground leads to manure in waters of the state this is a violation.
